Can you buy dog food with EBT?

Checked October 2026 against USDA's SNAP eligible food list

No

EBT food benefits only cover food for people. Dog food and cat food are pet food, and USDA puts pet food on the nonfood list with soap and paper towels. Every store, every state. But there are ways around it.

Why the register says no

The food side of your card has one list, set by USDA. It covers any food for the household: meat, produce, bread, snacks, drinks, even seeds to grow food. It doesn't cover anything that isn't food for people.

Pet food sits on that nonfood list next to cleaning supplies, paper products, and hygiene items. The store's register knows the list, so a bag of kibble gets declined no matter who's ringing it up.

What works instead

EBT cash on the same card

Many cards carry two balances: food benefits and cash help like TANF. The cash side works like a debit card and has no list. If you have a cash balance, pick "EBT cash" at the register and the dog food goes through. Here's how EBT cash works and how to tell if you have any.

Pet food banks

Most animal shelters either run a pet food pantry or know the nearest one. Call yours. Some regular food pantries stock pet food too, so ask when you pick up groceries. Nobody will ask for a reason.

The thing people miss

Food is food. Eggs, rice, chicken, canned fish, and plain oats are all on the list. What you cook at home, and who in the house eats it, is up to you. Ask your vet what's safe before you switch a pet's diet.

Common questions

Can you buy dog food with EBT or food stamps?
No. EBT food benefits only cover food for people. USDA lists pet food with cleaning supplies and paper goods as a nonfood item, so the register declines it in every state, at every store.
Can you buy cat food with EBT?
No, same rule. Cat food, dog food, bird seed, and fish food are all pet food, and pet food isn't covered.
Does Walmart take EBT for dog food?
Not on the food side of the card. Walmart takes EBT, but the register only approves items on the federal food list, and dog food isn't on it. If your card has EBT cash, that side works for dog food at Walmart or anywhere else.
What about food for a service dog?
USDA's list has no exception for service animals. Pet food is pet food at the register. Some shelters and veterinary groups run free pet food programs that give service animals priority, so that's worth a call.
Can you buy dog food with EBT cash?
Yes. EBT cash is cash help like TANF loaded on the same card. It works like a debit card, so it buys dog food, cat litter, or anything else a store sells.
Where can I get free dog food?
Start with your local animal shelter or humane society. Many run a pet food bank or can point you to one. Some regular food pantries keep pet food too, so ask when you're there.
