What you can buy with EBT

Almost any food you take home
EBT covers groceries: meat, produce, dairy, bread, snacks, drinks, and even seeds that grow food. It never covers alcohol, tobacco, hot food, supplements, or non-food items.
The yes list
The federal rule is simple. If it's food for your household to eat at home, your card covers it.
- Fruits and vegetables, fresh, frozen, or canned
- Meat, poultry, and fish
- Dairy: milk, cheese, yogurt, eggs
- Bread, rice, pasta, and cereal
- Snacks and sweets: chips, candy, cookies, ice cream
- Drinks without alcohol: soda, juice, coffee, water
- Baby food, and yes, EBT covers baby formula
- Seeds and plants that grow food for your household
The whole list works online too, at stores approved for EBT. Amazon marks its eligible items right on the listing: Frito-Lay variety packs and Coca-Cola 12-packs both carry the "SNAP EBT eligible" badge (checked August 2026).
The no list
These never work, in any state, at any store.
- Beer, wine, and liquor
- Cigarettes and any tobacco
- Vitamins, medicines, and supplements
- Hot, ready-to-eat food (with one exception in 9 states)
- Pet food
- Soap, paper goods, diapers, and cleaning supplies
- Live animals, except shellfish and fish
The label trick for everything else
Some items sit right on the line. Energy drinks, protein shakes, meal replacements. One check settles all of them. Flip the package around and read the label.
- Nutrition Facts label: it's food. Your card works.
- Supplement Facts label: it's a supplement. It doesn't.

Common questions
- Can you buy soda and candy with EBT?
- Yes. Soda, candy, chips, cookies, and ice cream are all food under the federal rules. Some states have asked to change this, but as of now it's allowed everywhere.
- Can you buy vitamins with EBT?
- No. Anything with a Supplement Facts label counts as a supplement, not food. That covers vitamins, most protein powders, and herbal products.
- Can you buy hot food with EBT?
- Not at most stores. Hot, ready-to-eat food is only allowed through the Restaurant Meals Program, which runs in 9 states and only for people who qualify.
- Can you buy dog food or diapers with EBT?
- No. EBT food benefits only cover food for people. Pet food, diapers, soap, paper goods, and cleaning supplies are all off the list, even at a grocery store.
- Does EBT work for online grocery orders?
- Yes, at approved stores. Your benefits pay for the food. They never pay delivery fees or tips, so you'll need another way to cover those.
