What is EBT cash?
Checked October 2026 against federal TANF and SNAP rules
Cash on the same card
EBT cash is money from a cash help program, like TANF, loaded on your EBT card. It's separate from your food benefits. It works like a debit card, and you can take it out as cash. Food benefits can't do any of that.
Two balances, one card
Your card can hold two kinds of money. Food benefits (SNAP) only work at the register, only for food. EBT cash is the other balance. It comes from TANF, General Assistance, Refugee Cash Assistance, or a similar state program, and it has no list.
Lots of people have the first balance and not the second. If you only get SNAP, your cash balance is $0.00, and this page is mostly for the day that changes.
What EBT cash buys
Anything a debit card buys, anywhere a PIN works. Diapers, dog food, gas, a bus pass, the phone bill. At the register, pick EBT cash instead of EBT food and enter your PIN.
The only places that block it are the ones federal law makes states block: liquor stores, casinos, and adult clubs. That's it.
Getting cash out without fees
- Cash back at the register. Buy something, pick EBT cash, ask for cash back. Most stores don't charge for it.
- A Quest ATM. Look for the Quest logo on the machine. Many states give you a few free withdrawals a month, then a small state fee, usually under a dollar. Your state's EBT site has an ATM finder.
- Skip the corner-store ATM. The ATM owner can add its own fee on top of the state's, and machines in stores and gas stations charge the most, often $3 or more.
- Take it out in one trip. Each withdrawal counts toward your free ones. One trip for $100 beats four trips for $25.
- Ask about direct deposit. Some states will put cash help in your own bank account instead of on the card. Your own bank's ATM is then free every time, and the money is harder to steal.
How to see which balance you have
Every balance check shows both lines, food and cash. Here are the 3 free ways to check, all under a minute. And if you've ever wondered what the letters mean, here's what EBT stands for and how it's different from SNAP.
Common questions
- What is EBT cash?
- Cash help loaded on your EBT card. It comes from programs like TANF, General Assistance, or Refugee Cash Assistance. It sits in a separate balance from your food benefits, and it works like money on a debit card.
- Can I take SNAP food benefits out as cash?
- No. Food benefits only work at the register for food. They can't come out of an ATM, can't be cash back, and can't be moved to a bank. Only the cash balance can.
- How do I know if I have EBT cash?
- Check your balance. Your receipt, the EBT phone line, or your state's app shows two lines: a food balance and a cash balance. If the cash line is $0.00 or missing, you only have food benefits.
- Where can I withdraw EBT cash for free?
- Look for an ATM with the Quest logo, or use your state's ATM finder. Many states give you a few free withdrawals a month and charge well under a dollar after that. The ATM owner can add its own fee on top, and non-bank ATMs charge the most. Cash back at a store register is often the cheapest way.
- What can I buy with EBT cash?
- Almost anything, anywhere a debit card with a PIN works: diapers, soap, dog food, gas, a phone bill. Federal law makes states block it at liquor stores, casinos, and adult clubs.
- Can I move EBT cash to my bank?
- Not from an app. Some states let you switch cash help to direct deposit into your own bank account instead of the card. Ask your caseworker. It also makes the money harder to steal.
